Abstract: In May 2017, the "One Belt One Road Forum for International Cooperation" was held in Beijing. The strategy initi- ated by China is related to complex regional relations and multiculturalism. This paper mainly talks about how the countries a- long the way see "One Belt One Road", and with what attitude they participate. Using the theory of constructivism in interna- tional relations, this paper chooses two mainstream media, Lianhe Zaobao and Straits Times, as the research object, and adopts the method of frame analysis to extract multiple topic packages. Through the analysis of the framework of two mainstream media in Singapore, it presents the reality of regional cooperation in Singapore. From the national interest, Singapore has shown a paradoxical attitude of active participation and doubts about "One Belt One Road". At the same time, Singapore has defined its collective identity as a moderate participant in the "One Belt One Road" regional cooperation organization. In addition, the study shows that, as an international regional cooperation project, on one hand, it is necessary to be able to understand the in- terests of different countries; on the other hand, regional cooperation organizations need the construction of cultural structure, paying attention to four variables of interdependency, common fate, homogeneity and self-restraint. In this way, it is possible to achieve collective recognition of the participant countries, and integrate holism with individualism.

Key words: "One Belt One Road", reporting framework, identity construction, collective identity
