Abstract: Flood has had multiple impacts on Chinese society for a long time, and it is a specific practical aspect in the field of social governance and national construction. With the continuous improvement of China' s economic development and scientific and technological level, the people' s ability to prevent and fight disasters has been gradually strengthened, but flood has never left the stage of history. China's natural disaster emergency management system has shown its own advantages in practice, but it is worth further reflection as we explore a more scientific and effective flood management mechanism. In order to optimize the prevention and control mechanism, it is necessary to prepare emergency plans, pre-set manpower and materials, and prepare catastrophe insurance. In order to construct the multi-subject cooperation mechanism, it is necessary to implement the emergency plan, supervise social organizations, and guide media interaction. In order to coordinate the high-quality development mechanism of the river basin, it is necessary to regulate the environment of the basin, promote the economic upgrading of the basin, and build water conservancy projects.
