Promoting the common progress of regional civilization and strengthening regional coordinated legislation are important goals for the regional integration development of the Yangtze River Delta. In order to promote regional cultural progress, all 16 cities in Anhui Province have issued regulations on promoting civilized behavior. The legislation of Anhui Province is characterized by accurate choice of legislative timing, concise setting of chapter and article frequency, reasonable setting of chapter name, etc. At the same time, there are still problems such as lack of local characteristics in legislative purposes, differences in the definitions of civilized behavior, unclear boundaries between working principles and mechanisms, differences in the setting of subjects to play an exemplary role, and inconsistency in the setting of legal responsibilities. To solve the problems, strengthening legislative coordination is one feasible path. Specifically, it is necessary to further negotiate and make consistent the key provisions of laws and regulations by choosing a loose legislative coordination path, explore the local characteristics of the provisions, and reach the legislative technical requirements of "no contradiction, with characteristics and operable".
