The effective cultivation effect of college students' spirit of rule of law is conducive to promoting the process of comprehensive rule of law. Comprehensively promoting the rule of law and the cultivation of college students' spirit of rule of law complement each other. Against the background of ruling the country by law comprehensively, cultivating college students' spirit of rule of law needs to take systems theory and synergy theory as the theoretical basis, and build a government under the rule of law to provide a practical model for it. In the process of cultivating college students' spirit of rule of law, the cultivation subjects are diverse, but there is a lack of integrity and synergy among the diverse subjects. Regarding how to enhance the synergy of the cultivation subjects, this paper takes the synergy theory as the research perspective and puts forward the establishment of collaborative policies for the cultivation of college students' spirit of rule of law from the perspective of multiple subjects, so as to improve the synergy and linkage of cultivation, and enhance the effect of the cultivation of college students' spirit of rule of law.
