高校基层教学组织建设，必须以专业特征和人才培养目标为基础。在专业区分的前提下，对基层教学组织建设开展研究，有利于提高办学水平和人才培养质量。在此结合安徽省“双基”建设的指标要求，指出法学专业基层教学组织在机构设置、职能发挥、优势特色等方面存在的问题和优化路径。打造法学专业示范基层教学组织，必须形成科学灵活的组织建制，充分发挥教学建设和教学改革职能，在质量文化、办学思路、实务技能以及学科竞赛等方面，形成特色鲜明的专业优势，以此强化法学专业基层教学组织的职能，提升新时代应用型法治人才的培养质量。

The construction of grass-roots teaching organizations in colleges and universities must be based on major characteristics and personnel training objectives. On the premise of distinguishing majors, study on the construction of grass-roots teaching organizations can improve school management and the quality of personnel training. Based on the index requirements of "double-base" construction in Anhui Province, the paper points out the problems and optimization paths of grass-roots teaching organizations for law majors in terms of institutional structure, functions, and advantages and characteristics. To build a model grass-roots teaching organization for law majors, we must form a scientific and flexible organizational system, give full play to the functions of teaching construction and teaching reform, and form distinctive major advantages in terms of quality culture, school-running ideas, practical skills and subject competitions, so as to strengthen the functions of grass-roots teaching organizations for law majors and improve the training quality of applied law personnel in the new era.
