新中国成立初期，农民协会的建立与发展成为暂时带领农村改革的主体，承担了农村政权的主要任务。此时，安徽省肥西县依托于党中央的政策与法律，也开始了初期的农民协会的建立与发展，为当地乡村经济的恢复、人才培养、社会风气的塑造提供了领导基础。新时代以来，百强县肥西县为推动乡村地区的振兴发展，从历史中的农民协会寻找时代价值，并继承了农民协会的内在精神，为肥西县平安乡村的建设，提供了价值导向，走向了乡村发展的善治之路，且为新时代乡村振兴提供了路径抉择。
