高新技术产业集群对于地方经济发展意义重大，人力资本是高新技术产业集群实现的重要因素，文章从人力资本的不同内容角度出发，在定性分析的基础上，利用面板数据模型对安徽省高新技术产业集群过程中人力资本的作用效应进行了定量分析。研究发现：人力资本的各方面内容对安徽高新技术产业集群均有显著的正向作用效应；人力资本投入总量和人力资本质量是安徽省高新技术产业集群过程中最显著的两个作用因素，人力资本专业化技术性投入也是一个非常重要的作用因素，人力资本数量的作用效应有限；人力资本在安徽省各地区高新技术产业集群过程中的作用效应差距不大。

High-tech industrial clusters are of great significance to local economic development. Human capital is an important factor in the realization of high-tech industrial clusters. Based on qualitative analysis and from different aspects of human capital, this paper uses panel data model to quantitatively analyze the effect of human capital on the process of high-tech industry clustering in Anhui Province. It is found that all aspects of human capital have a significant positive effect on Anhui high-tech industrial clusters; the total amount of human capital investment and the quality of human capital are the two most significant factors in the process of Anhui high-tech industry clustering;the investment in specialized technical human capital is also a very important factor; the effect of human capital quantity is limited. The effects of human capital on the process of high-tech industry clustering in different regions of Anhui Province do not vary significantly.
