Abstract: High-tech industrial clusters are of great significance to local economic development. Human capital is an important factor in the realization of high-tech industrial clusters. Based on qualitative analysis and from different aspects of human capital, this paper uses panel data model to quantitatively analyze the effect of human capital on the process of high-tech industry clustering in Anhui Province. It is found that all aspects of human capital have a significant positive effect on Anhui high-tech industrial clusters; the total amount of human capital investment and the quality of human capital are the two most significant factors in the process of Anhui high-tech industry clustering;the investment in specialized technical human capital is also a very important factor; the effect of human capital quantity is limited. The effects of human capital on the process of high-tech industry clustering in different regions of Anhui Province do not vary significantly.
