The high-quality development of innovation and entrepreneurship education in application-oriented universities requires equal attention to the professional theoretical knowledge and entrepreneurial practice ability,which determines that teachers should also develop in the direction of "dual-qualification" teachers. Therefore, the goal of the construction of entrepreneurial and innovative teaching staff in application-oriented universities should be "dual-qualification" teachers, which can be divided into three levels: "dual-qualification" 1.0, "dual-qualification" 2.0 and "dual-qualification" 3.0. For "dual-qualification" 1.0, the combination of internal selection and external introduction can be adopted; For "dual-qualification" 2.0, both professional training and enterprise practice can be applied; As for "dual-qualification" 3.0, the combination of research on entrepreneurship and innovation and actual practice can be adopted to strengthen the construction of teachers for entrepreneurship and innovation.
